How Petrobras’ RNEST Expansion Strengthens Brazil’s Refining Competitiveness
Petrobras is investing R$12 billion to complete the RNEST Train 2 expansion, which will double the refinery's capacity to 260,000 bpd and generate thousands of jobs by 2029.

Petrobras has advanced the expansion of the Abreu e Lima Refinery (RNEST) in Ipojuca, Pernambuco, with the construction of its second processing train. This upgrade raises the unit’s strategic relevance in Brazil’s refining system by boosting domestic fuel production and reducing the country’s reliance on imported diesel, gasoline, LPG and naphtha. Once the project is completed in 2029, RNEST will be capable of processing 260,000 barrels per day and supplying up to 17% of Brazil’s diesel demand, positioning it as one of the company’s most competitive assets.
Capacity Growth and Investment Horizon
The expansion involves approximately R$ 12 billion in investments, covering the completion of Train 2 and maintenance activities in Train 1. The new facilities will add 130,000 barrels per day of processing capacity and significantly increase output of S-10 diesel—projected to rise by 88,000 barrels per day. This additional capacity strengthens Brazil’s energy security by enhancing domestic availability of low-sulfur, higher-quality fuels.
The modernization of Train 1, completed in early 2025 along with the SNOX unit, elevated the plant’s current capacity to 130,000 barrels per day and established the operating stability needed for the next phase of expansion.
Regional Development and Workforce Impact
The expansion is also shaping the economic landscape of Pernambuco. Around 15,000 direct and indirect jobs are expected over the course of the Train 2 project, with nearly 5,700 workers already engaged. Through the Petrobras Autonomy and Income Program, the company is offering free training in technical fields such as mechanics, electricity, civil construction and metallurgy. More than 7,300 training opportunities are available in the state, supporting professional development and improving local employability.
Social and Environmental Commitments
RNEST’s growth is accompanied by an extensive socio-environmental agenda benefiting 29 communities across seven municipalities. Current initiatives include environmental education programs, marine conservation actions, spring recovery, early childhood support, school sports activities and entrepreneurship development. These projects are expected to reach approximately 22,000 people and receive about R$ 110 million in funding by 2029.
